Farmington Public Safety Department announces key promotions
The Farmington Public Safety Department celebrated the promotions of two veteran officers, Todd Anderson and Cody Hawkins, during a special ceremony at the Sept. 15, 2025 City Council Meeting. Both officers took their supervisory oaths of office, administered by City Clerk Meaghan Bachman, and were commended for their hard work and dedication to the department and the City of Farmington.
"The decision to promote is not taken lightly," said Farmington Public Safety Director Bob Houhanisin. "They are entrusted with the safety of Farmington's citizens. We expect a lot from our supervisors, and we empower them to lead by example, mentor the next generation of leaders, and hold their officers accountable, even when it isn't easy."
Todd Anderson was promoted from Commander to the rank of Deputy Director. A Farmington native and graduate of Farmington High School, Anderson joined the department in 2001, after serving as a reserve officer and working with the Wayne County Sheriff's Office.
During his tenure, Anderson has honed his skills in various roles, including working in the Special Operations Bureau as a detective. He was promoted to sergeant in 2005 and commander in 2014, earning a master's degree from Eastern Michigan University. In 2022, he took over as Special Operations Commander and stepped up to fill many of the Deputy Director's responsibilities. Anderson's notable achievements include 11 letters of appreciation, 15 unit citations, eight life-saving awards, and being named Officer of the Year three times.
Cody Hawkins was promoted from Sergeant to the rank of Commander. Hawkins began his public safety career with the Farmington department on January 5, 2015, after earning both a bachelor's and master's degree from Central Michigan University. Before joining the force, he worked in the private sector as an accreditation manager for a hospital.
Hawkins quickly advanced, taking on special assignments and becoming a field training officer, taser instructor, and defensive tactics instructor. In 2023, he was promoted to sergeant. Throughout his career, Hawkins has received numerous accolades, including four letters of appreciation, six unit citations, two life-saving awards, and the 2024 Officer of the Year award. Most recently, he was named the American Legion Officer of the Year.
"On behalf of the members of the Farmington Public Safety Department, I would like to congratulate Deputy Director Anderson and Commander Hawkins on their promotions and wish them nothing but happiness and success in their new roles," concluded Director Houhanisin.
